The Non-Paying Buyer Process has Changed

As of July 2004, the Non-Paying Buyer process has changed. The new Unpaid Item process introduces a set of product and policy enhancements that enable sellers and buyers to successfully complete a transaction and reduce the amount of work required to file for Final Value Fee credits.

All new non-paying buyer reports should be filed using the new process. If you have recently filed an NPB alert, it has automatically been migrated and you may request a Final Value Fee credit for that transaction using the new system.
