PLEASE NOTE THAT ALL THE ABOVE MENTIONED RULES AND POLICIES SHALL BE SUBJECT TO THE FOLLOWING:
For electronic payments through PaisaPay: The Buyer in order to pay Transaction Price through PaisaPay Facility should use either a Valid Credit Card, Valid Debit Card / cash card/ paymate/ oxicash / zipcash and such other infrastructure directly through Bank or financial institution infrastructure or indirectly through Payment Aggregator or through any such facility authorized by Reserve Bank of India to provide enabling support facility for collection and remittance of payment or Valid Bank Account of which the Buyer is the rightful and legal owner.
For COD through PaisaPay: The Buyer, in order to pay transaction price through PaisaPay facility using Cash on Delivery option should pay only in Indian Rupees at the time of payment. Payment made by buyers with any other modes at the time of product delivery will not be accepted.
For electronic payment through PaisaPay: To mitigate misuse of any credit card/ debit card/ cash card/ paymate/ oxicash / zipcash and such other infrastructure directly through Bank or financial institution infrastructure or indirectly through Payment Aggregator or through any such facility authorized by Reserve Bank of India to provide enabling support facility for collection and remittance of payment or bank account or other financial instruments, a payment of Transaction Price as initiated by the Buyer may be flagged and be suspended or kept on hold for additional checks and verifications. In such cases the Dispatch timelines do not start till PaisaPay Payment Confirmation. To complete the checks and verification, eBay may contact Buyer for various information, details, data and documents. eBay may not confirm the payment in case such information, details, data and documents are incorrect, incomplete, false and misleading. In such cases the Buyer’s valid Credit Card/ valid Debit Card/debit card/ cash card/ paymate / oxicash / zipcash and such other infrastructure through which buyer would had directly or indirectly through Payment Aggregator or through any such facility authorized by Reserve Bank of India to provide enabling support facility for collection and remittance of payment and/or valid Bank Account will not be charged. eBay may also put limits on payment volume / amount and may block certain credit cards/ debit cards/cash card/ paymate/ oxicash / zipcash and such other infrastructure directly through Bank or financial institution infrastructure or indirectly through Payment Aggregator or through any such facility authorized by Reserve Bank of India to provide enabling support facility for collection and remittance of payment or, bank account or other financial instruments that are suspected to be misused while paying Transaction Price to PaisaPay Facility. The result of the checks and verification shall be communicated to the Buyer and the Seller.
For COD through PaisaPay: To prevent misuse of the PaisaPay facility of COD payment option, buyer commitment to pay through COD may be flagged for additional verifications as deemed fit by eBay. eBay may contact buyer for various information and details. eBay may not allow you to complete the transaction in case such information and details are incorrect, incomplete, false and misleading. In such cases the commitment made by the buyer to pay through COD will be rejected. The result of the checks and verification shall be communicated to the Buyer and the Seller.
For electronic payment through PaisaPay: PaisaPay Payment Confirmation shall mean a notice from eBay (through PaisaPay Facility) to Buyer and Seller that a Transaction Price is successfully received by eBay from Buyer and is further verified in accordance with Payment Verification clause as stated hereinabove. PaisaPay Payment Confirmation shall also be subject to Payment Drop-offs clause as stated herein below. A PaisaPay Payment Confirmation shall be notified as “Rs” icon filled in users’ ‘My eBay’ facility on eBay Website.
For Cash on Delivery : PaisaPay Payment Confirmation shall mean a notice from eBay (through PaisaPay Facility) to Buyer and Seller that commitment made by the buyer to pay the Transaction Price through Cash On Delivery
For electronic Payments through PaisaPay: The Seller shall provide Dispatch Details on the PaisaPay Facility for shipment within India within 5 days from PaisaPay Payment Confirmation or within the timelines which buyer provided as timeline extension to the seller and communicated to eBay or the timeline which is mentioned in the listing page, whichever is greater (“PaisaPay Dispatch Time”). In case the Seller does not enter Dispatch Details on PaisaPay Facility within the PaisaPay Dispatch Time, eBay may refund to the Buyer the Transaction Price paid by him.
Note: For Delivery outside India, the Dispatch Details have to be entered within 10 days from PaisaPay Payment Confirmation.
For Cash On Delivery through PaisaPay: The Permitted Seller shall provide Dispatch Details on the PaisaPay Facility no later than 5 days from PaisaPay Confirmation of buyers commitment to pay through COD of the item. In case the Permitted Seller fails to enter the Dispatch Details on My PaisaPay Facility as stated herein above, eBay shall, in its sole discretion, have the right to cancel the Transaction made by the buyer.
For COD transaction(s), Airway Bill numbers shall be pre-allotted and the details shall automatically show up in the dispatch details under My PaisaPay dashboard of Permitted Seller(s). The Permitted Seller shall be required to mandatorily print the shipping label, within the stipulated time, once the goods are ready to be shipped. In case Permitted Seller fails to print the shipping label within the stipulated time, as aforesaid, the system may, after the stipulated time has elapsed cancel the transaction.
Note: COD facility is available in limited cities within India only. eBay may, in its sole discretion and without any notice, reserve the right to add or withdraw the cities in which COD facility may be available. COD facility shall not be available for delivery of products / items outside India.
For electronic Payment through PaisaPay: Within 21 days from entering Dispatch Details
For PaisaPay COD: PaisaPay COD is not available for delivery outside India and is available only in limited cities in India. eBay may, in its sole discretion and without any notice, reserve the right to add or withdraw the cities in which COD facility may be available.
For PaisaPay COD delivery status: Basis the updates received from the Logistics Partner, eBay or Permitted seller shall update the shipment status of the transactions on periodic basis.
For electronic payment through PaisaPay: Seller may raise a request to the Buyer for additional time to provide the Dispatch Details through the PaisaPay Facility and the Buyer may either accept or reject the time extension request by using PaisaPay Facility. In case the Buyer does not respond to the Seller’s request or rejects the same, the pre defined PaisaPay Facility system’s Dispatch Details timelines would prevail. Seller’s request and Buyer’s acceptance of Dispatch Detail Time Extension shall be completed within the original PaisaPay Dispatch Time. The upper limit on the maximum number of days the Dispatch Detail Time Extension shall be 23 days for Delivery within and outside India.
Note: Both Seller’s request and Buyer’s acceptance of the time extensions should be through the PaisaPay Facility.
For Cash on Delivery payment through PaisaPay: Shipping time extension option is not available/ applicable in case of PaisaPay COD transactions
For Electronic Payments through PaisaPay: Seller may raise a request to the Buyer for additional Delivery time through the PaisaPay Facility and the Buyer has the option of either accepting or rejecting the time extension request by using PaisaPay Facility. In case the Buyer does not respond to the Seller’s request or rejects the same the pre defined PaisaPay Facility system’s Delivery timelines would prevail. Seller’s request and Buyer’s acceptance of Delivery Time Extension shall be completed within the original Dispatch Details Time( i.e. 7 days from PaisaPay Payment Confirmation for within India Delivery and 10 days from PaisaPay Payment Confirmation for outside India Delivery). The upper limit on the maximum number of days the Delivery Time Extension shall be 8 days for Delivery for both within and outside India.
Note: Both Seller’s request and Buyer’s acceptance of the time extensions should be through the PaisaPay Facility.
For Cash on Delivery payment through PaisaPay: Delivery time extension option shall not be available/ applicable in case of PaisaPay COD transactions
All payments for refunds that are due to the buyers shall be in accordance with directions issued by Reserve Bank of India for opening and operation of accounts and settlement of payments for electronic payment transactions involving intermediaries vide its notification RBI/2009-10/231 DPSS.CO.PD.No.1102 / 02.14.08/ 2009-10 dated November 24, 2009.
For Electronic payments through PaisaPay: The Buyer would have the ability to confirm item receipt on PaisaPay Facility after Seller inputs Dispatch Details on PaisaPay Facility. The Buyer would additionally get 5 days after the Delivery Time or such Delivery Time Extension that has been accepted by the Buyer, whichever is later within which Buyer has to indicate on PaisaPay Facility whether or not Buyer has received the Delivery. If the Buyer does not take any action within the stipulated timeline, it would be considered that the item was Delivered to the Buyer and the Transaction Price shall not be refunded. After the stipulated time on the PaisaPay Facility the Buyer can still file a claim under eBay Guarantee Program in case of non-Delivery of the item.
For Cash on Delivery through PaisaPay: eBay will update the shipment delivery status on periodic basis and hence Buyers will not need to confirm item receipt.
For Electronic Payments through PaisaPay: Refund, if any, shall be made into the same Issuing Bank (i.e. Valid Credit Card/ Debit Card/ cash card/ paymate/ oxicash / zipcash and such other infrastructure through which buyer would make payment directly through Bank or financial institution infrastructure or indirectly through Payment Aggregator or through any such facility authorized by Reserve Bank of India to provide enabling support facility for collection and remittance of payment / Buyer Bank Account) from where Transaction Price was received.
For electronic payments made by Buyers through PaisaPay: The Buyer has an option to raise a PaisaPay Refund Claim in case Buyer has received the Delivery but is not satisfied with the same.
For Cash on delivery payments : If the buyer has received the item but the item is not as described in the listing then the Buyer can approach eBay Guarantee* program for resolution.
Violations of any of these policies may result in a range of actions, including:
PaisaPay Registration: For a Seller to offer PaisaPay Facility, the Seller must register for the same. At the time of PaisaPay Registration, Seller should provide the details of a Valid Seller Bank account in which Seller wants to receive the remittance from PaisaPay Facility in accordance with these PaisaPay Rules and Polices for Seller. The Valid Seller Bank Account provided must be within the list of branches of banks enabled for National Electronic Fund Transfer (NEFT) system and supported by PaisaPay Facility. Providing incorrect / incomplete bank account details would result in non receipt of the Transaction Price by the Seller.
Permitted Seller: Permitted Seller shall mean a seller who is registered with eBay and qualifies to list an item for sale on eBay site with Cash on Delivery as payment option. eBay, may in its sole discretion, provide a criterion for Seller(s) to be eligible to list its products or items for sale on eBay site through Cash on Delivery as payment option. Further eBay may in its sole discretion and without any notice, fully or partially, modify or withdraw such eligibility criterion.
Offering PaisaPay EMI Option: Cash on delivery as payment option is privilege facility provided by eBay to its sellers and eBay will on its own discretion decide the sellers who will be able to offer cash on delivery as payment option.
Offering Cash on Delivery as payment option: Cash on delivery as payment option is a facility and not a right provided by eBay to the Permitted sellers and eBay, may in its sole discretion, provide a criterion for Seller(s) to be eligible to list its products or items for sale on eBay site through Cash on Delivery as payment option. Further eBay may in its sole discretion and without any notice, fully or partially, modify or withdraw such eligibility criterion.
PaisaPay Facility Account: To help the Sellers track their PaisaPay Facility Account payments a separate section called My PaisaPay is available. In My PaisaPay the Sellers would be able to see the details of Transaction Price paid by Buyers to eBay using PaisaPay Facility. Sellers could also see the details of past remittances for a certain period.
Dispatch Time: The Seller shall provide Dispatch Details on PaisaPay Facility within 5 days from PaisaPay Payment Confirmation.This timeline may change only if buyer has accepted as timeline extension request of seller and communicated to eBay or eBay at its discretion has provided different timelines to certain sellers. In case the Seller does not enter Dispatch Details on PaisaPay Facility within the stipulated time, eBay may cancel the Transaction and may refund the Transaction Price to the Buyer.
Note: For Delivery outside India, the Dispatch Details have to be entered within 10 days from PaisaPay Payment Confirmation.

Delivery Time: The Delivery time is a timeline within which the Seller shall be required to ensure the Delivery of goods and/or services. The Delivery time is calculated from the time the Seller enters the Dispatch details on the PaisaPay Facility. The Delivery times is as follows:
For electronic Payment through PaisaPay: Within 21 days from entering Dispatch Details
For PaisaPay COD: PaisaPay COD is not available for delivery outside India.
For PaisaPay COD delivery status: Basis the updates received from the logistical partner eBay will update the shipment status of the transactions on periodic basis.
For Electronic payments through PaisaPay:
Note: Above circumstances do not apply for Express remittance due to Qualified Sellers.
For Cash On Delivery payment through PaisaPay:
Permitted Seller will receive the remittance within 21 business days once the item is delivered as confirmed by the logistic partner and no claims are filed by the Buyer under eBay Guarantee* or by any other means with respect to the said transaction. In case a claim is filed, the remittance of Transaction Price will be due to the Permitted Seller only if the claim is rejected by eBay.
Express Remittance due to Qualified Sellers: For Qualified Sellers eligible for Express Remittance, the remittance of Transaction Price would be due once Logistic Service Provider confirms receipt of item from the Qualified Sellers’ for Express Remittance. to be dispatched to the buyer for online payments. In the event the Transaction Price remitted under Express Remittance is claimed for PaisaPay Refund Claim by the Buyer and if the Transaction Price is refunded by eBay through PaisaPay Facility than such amount would be adjusted in the subsequent remittances or claimed independently from Seller.
For Cash on delivery transactions payments made by buyer will be remitted as mentioned herein above. Unless otherwise decided by eBay in its sole discretion, no express remittances facility is provided to Permitted Sellers for Cash On Delivery payments made by Buyer.
Express Remittance Limit: Sellers would have pre-defined monthly limit on the Express Remittance as notified by eBay at eBay's sole discretion. Once a Qualified Seller exceeds the Express Remittance Limit the remittance of subsequent Transaction Price would be as per the remittance due to non Qualified Sellers.
Note: Express Remittance is not applicable for PaisaPay COD transaction.
Criteria for 'Qualified Sellers' for 'Express Remittance': The Express Remittance facility is a privilege and sellers as approved by eBay at eBay's discretion would qualify when they meet the following criteria:
Note: The above mentioned parameters would be reviewed and modified from time to time and eBay reserves the right, fully or partially, to modify or withdraw this privilege without any notice. Granting this privilege would be at the sole discretion of eBay and may differ for various payment options. eBay also reserves the right to waive the express remittance criteria either partially or fully for certain sellers or all sellers.
Additional Verification (KYC): Sellers who have received more than Indian Rs. 50,000/- through PaisaPay Facility would be required to complete additional verification (KYC) and till such time that the additional verification is completed the remittances would be kept on hold. In such case, the Sellers would be required to furnish the following documents:

Sellers would be intimated to start KYC verification when eBay has remitted more than Indian Rs. 30,000/- through PaisaPay Facility. Seller would also be notified when KYC verification has been completed. Post KYC verification, in case the seller edits his bank account details anytime in future he will be required to complete KYC verification again for the new bank account and till such time that the verification is completed all the remittances shall be on hold. Remittances from PaisaPay Facility aggregating to a total of and up to a maximum of Indian Rs. 50,000/- since the first registration of Seller on PaisaPay Facility may not be kept on hold.
PaisaPay Facility Charge: Seller would be charged by eBay the applicable facility charge based on the Transaction Price including any eBay Gift Vouchers when redeemed by the buyer using PaisaPay Facilty. Consequences for No Dispatch Details: In case the Seller does not enter valid Dispatch Details on PaisaPay Facility within the stipulated time, eBay may cancel the Transaction and may refund the Transaction Price to the Buyer. Where sellers fail to enter true and correct shipping information, eBay may at its discretion apply any or all of the consequences in accordance with the FVF Credit Policy for System Item Not Received policy.
eBay User ID Suspension: In case of any misuse by the seller of the PaisaPay Facility, the Seller’s and all related accounts of the seller’s eBay Website access and/or PaisaPay Facility and/or PaisaPay Registration or all of these may be suspended or revoked.
No Item Dispatch before PaisaPay Payment Confirmation:
For Electronic payments through PaisaPay: The Seller should Dispatch the item only after PaisaPay Payment Confirmation. (“Rs” icon is highlighted in “My eBay” feature of eBay Website).
For Cash On Delivery through PaisaPay: the Seller should dispatch the item only after PaisaPay Confirmation.
Dispatch Details, Delivery and Time Extension Abuse: Providing wrong or invalid details and misusing the time extensions leading to bad buyer experience could lead to application of, at eBay’s discretion, any or all of the consequences in accordance with the Seller Performance and Consequences Policy and also remittance on hold, refund of Transaction Price to the Buyer or even termination of PaisaPay Facility and/or PaisaPay Registration permanently.
Seller Non-Performance: In case Seller has large number of performance related issues like entering wrong or invalid Dispatch Details, not Dispatching the items within the stipulated timelines, PaisaPay Refund Claims , etc. or misuse of or frauds on PaisaPay Facility could lead to remittances on hold, suspension, non eligibility for ER facility or even termination of PaisaPay Facility or PaisaPay Registration permanently. Further, eBay may at its discretion apply any or all of the consequences in accordance with the Seller Performance and Consequences Policy.
Remittance on Hold: eBay reserves the right to hold the remittance of a Seller for safety of the PaisaPay Facility or Registered Users. The Seller in such case will be intimated and would be asked to complete certain checks and verification. eBay may contact the Seller to obtain additional information, data, details or documents to complete checks and verification. In case the information, data, details or documents are not provided to eBay within the stipulated timeframe or such information, data, details or documents are incorrect, incomplete, false and misleading, eBay reserves the right to refund the Transaction Price that has been put on hold to the Buyers. Further, eBay may at its discretion apply any or all of the consequences in accordance with the Seller Performance and Consequences Policy.
Chargeback Recovery: In case eBay receives a chargeback from the credit card / debit card/ Payment Aggregator processing company it would recover the same from the Seller by from Seller’s subsequent Transaction Price remittances. The Seller will be duly intimated of the same. In case the Seller does not have any outstanding Transaction Price remittances than the Seller shall forthwith pay the shortfall to eBay.
Special Categories: eBay at its sole discretion may decide on certain eBay Website categories of Transaction and items on which the action steps such as Dispatch Details, time extensions, PaisaPay Refund Claim process may not be offered. Currently there are no such Special Categories and when such a decision is taken the appropriate announcement would be made and would also be highlighted during the Transaction process and in My PaisaPay feature of PaisaPay Facility and eBay Website.
