PaisaPay Rules and Policies

Given below are the rules and policies related to the use of PaisaPay for buying and selling on eBay.

PLEASE NOTE THAT ALL THE ABOVE MENTIONED RULES AND POLICIES SHALL BE SUBJECT TO THE FOLLOWING:

  1. Remittances to the Seller would be in compliance with directions issued by Reserve Bank of India for opening and operation of accounts and settlement of payments for electronic payment transactions involving intermediaries vide its notification RBI/2009-10/231 DPSS.CO.PD.No.1102 / 02.14.08/ 2009-10 dated November 24, 2009 (“RBI Intermediary Guidelines”). eBay has appointed Deutsche Bank AG, a banking company incorporated in Frankfurt under the laws of Federal Republic of Germany and having its registered Head Office at Frankfurt operating in India and having an office interalia at Kodak House, 222, Dr DN Road, Fort, Mumbai – 400001 as the nodal bank. eBay may at its sole discretion add, replace or remove any nodal bank (“Nodal Bank”).
  2. Express Remittance shall be subject to RBI Intermediary Guidelines and arrangement / directions of Nodal Bank and in eBay’s sole discretion.

PaisaPay Rules for Buyers

PaisaPay Protection and Refund Policies

All payments for refunds that are due to the buyers shall be in accordance with directions issued by Reserve Bank of India for opening and operation of accounts and settlement of payments for electronic payment transactions involving intermediaries vide its notification RBI/2009-10/231 DPSS.CO.PD.No.1102 / 02.14.08/ 2009-10 dated November 24, 2009.

Violations of any of these policies may result in a range of actions, including:

PaisaPay Rules and Policies for Sellers

PaisaPay Registration: For a Seller to offer PaisaPay Facility, the Seller must register for the same. At the time of PaisaPay Registration, Seller should provide the details of a Valid Seller Bank account in which Seller wants to receive the remittance from PaisaPay Facility in accordance with these PaisaPay Rules and Polices for Seller. The Valid Seller Bank Account provided must be within the list of branches of banks enabled for National Electronic Fund Transfer (NEFT) system and supported by PaisaPay Facility. Providing incorrect / incomplete bank account details would result in non receipt of the Transaction Price by the Seller.

Permitted Seller: Permitted Seller shall mean a seller who is registered with eBay and qualifies to list an item for sale on eBay site with Cash on Delivery as payment option. eBay, may in its sole discretion, provide a criterion for Seller(s) to be eligible to list its products or items for sale on eBay site through Cash on Delivery as payment option. Further eBay may in its sole discretion and without any notice, fully or partially, modify or withdraw such eligibility criterion.

Offering PaisaPay EMI Option: Cash on delivery as payment option is privilege facility provided by eBay to its sellers and eBay will on its own discretion decide the sellers who will be able to offer cash on delivery as payment option.

Offering Cash on Delivery as payment option: Cash on delivery as payment option is a facility and not a right provided by eBay to the Permitted sellers and eBay, may in its sole discretion, provide a criterion for Seller(s) to be eligible to list its products or items for sale on eBay site through Cash on Delivery as payment option. Further eBay may in its sole discretion and without any notice, fully or partially, modify or withdraw such eligibility criterion.

PaisaPay Facility Account: To help the Sellers track their PaisaPay Facility Account payments a separate section called My PaisaPay is available. In My PaisaPay the Sellers would be able to see the details of Transaction Price paid by Buyers to eBay using PaisaPay Facility. Sellers could also see the details of past remittances for a certain period.

Dispatch Time: The Seller shall provide Dispatch Details on PaisaPay Facility within 5 days from PaisaPay Payment Confirmation.This timeline may change only if buyer has accepted as timeline extension request of seller and communicated to eBay or eBay at its discretion has provided different timelines to certain sellers. In case the Seller does not enter Dispatch Details on PaisaPay Facility within the stipulated time, eBay may cancel the Transaction and may refund the Transaction Price to the Buyer.

Note: For Delivery outside India, the Dispatch Details have to be entered within 10 days from PaisaPay Payment Confirmation.

For COD transaction(s), Airway Bill numbers shall be pre-allotted and the details shall automatically show up in the dispatch details under My PaisaPay dashboard of Permitted Seller(s). The Permitted Seller shall be required to mandatorily print the shipping label, within the stipulated time, once the goods are ready to be shipped. In case Permitted Seller fails to print the shipping label within the stipulated time, as aforesaid, the system may, after the stipulated time has elapsed cancel the transaction.

Delivery Time: The Delivery time is a timeline within which the Seller shall be required to ensure the Delivery of goods and/or services. The Delivery time is calculated from the time the Seller enters the Dispatch details on the PaisaPay Facility. The Delivery times is as follows:

Note: The above mentioned parameters would be reviewed and modified from time to time and eBay reserves the right, fully or partially, to modify or withdraw this privilege without any notice. Granting this privilege would be at the sole discretion of eBay and may differ for various payment options. eBay also reserves the right to waive the express remittance criteria either partially or fully for certain sellers or all sellers.

Additional Verification (KYC): Sellers who have received more than Indian Rs. 50,000/- through PaisaPay Facility would be required to complete additional verification (KYC) and till such time that the additional verification is completed the remittances would be kept on hold. In such case, the Sellers would be required to furnish the following documents:

  1. Valid photo Proof of Identity (POI)
  2. Valid Proof of Address (POA) for the bank account name as mentioned in PaisaPay registration.

Sellers would be intimated to start KYC verification when eBay has remitted more than Indian Rs. 30,000/- through PaisaPay Facility. Seller would also be notified when KYC verification has been completed. Post KYC verification, in case the seller edits his bank account details anytime in future he will be required to complete KYC verification again for the new bank account and till such time that the verification is completed all the remittances shall be on hold. Remittances from PaisaPay Facility aggregating to a total of and up to a maximum of Indian Rs. 50,000/- since the first registration of Seller on PaisaPay Facility may not be kept on hold.

PaisaPay Facility Charge: Seller would be charged by eBay the applicable facility charge based on the Transaction Price including any eBay Gift Vouchers when redeemed by the buyer using PaisaPay Facilty. Consequences for No Dispatch Details: In case the Seller does not enter valid Dispatch Details on PaisaPay Facility within the stipulated time, eBay may cancel the Transaction and may refund the Transaction Price to the Buyer. Where sellers fail to enter true and correct shipping information, eBay may at its discretion apply any or all of the consequences in accordance with the FVF Credit Policy for System Item Not Received policy.

eBay User ID Suspension: In case of any misuse by the seller of the PaisaPay Facility, the Seller’s and all related accounts of the seller’s eBay Website access and/or PaisaPay Facility and/or PaisaPay Registration or all of these may be suspended or revoked.

 

No Item Dispatch before PaisaPay Payment Confirmation:

For Electronic payments through PaisaPay: The Seller should Dispatch the item only after PaisaPay Payment Confirmation. (“Rs” icon is highlighted in “My eBay” feature of eBay Website).

For Cash On Delivery through PaisaPay: the Seller should dispatch the item only after PaisaPay Confirmation.

Dispatch Details, Delivery and Time Extension Abuse: Providing wrong or invalid details and misusing the time extensions leading to bad buyer experience could lead to application of, at eBay’s discretion, any or all of the consequences in accordance with the Seller Performance and Consequences Policy and also remittance on hold, refund of Transaction Price to the Buyer or even termination of PaisaPay Facility and/or PaisaPay Registration permanently.

Seller Non-Performance: In case Seller has large number of performance related issues like entering wrong or invalid Dispatch Details, not Dispatching the items within the stipulated timelines, PaisaPay Refund Claims , etc. or misuse of or frauds on PaisaPay Facility could lead to remittances on hold, suspension, non eligibility for ER facility or even termination of PaisaPay Facility or PaisaPay Registration permanently. Further, eBay may at its discretion apply any or all of the consequences in accordance with the Seller Performance and Consequences Policy.

Remittance on Hold: eBay reserves the right to hold the remittance of a Seller for safety of the PaisaPay Facility or Registered Users. The Seller in such case will be intimated and would be asked to complete certain checks and verification. eBay may contact the Seller to obtain additional information, data, details or documents to complete checks and verification. In case the information, data, details or documents are not provided to eBay within the stipulated timeframe or such information, data, details or documents are incorrect, incomplete, false and misleading, eBay reserves the right to refund the Transaction Price that has been put on hold to the Buyers. Further, eBay may at its discretion apply any or all of the consequences in accordance with the Seller Performance and Consequences Policy.

Chargeback Recovery: In case eBay receives a chargeback from the credit card / debit card/ Payment Aggregator processing company it would recover the same from the Seller by from Seller’s subsequent Transaction Price remittances. The Seller will be duly intimated of the same. In case the Seller does not have any outstanding Transaction Price remittances than the Seller shall forthwith pay the shortfall to eBay.

Special Categories: eBay at its sole discretion may decide on certain eBay Website categories of Transaction and items on which the action steps such as Dispatch Details, time extensions, PaisaPay Refund Claim process may not be offered. Currently there are no such Special Categories and when such a decision is taken the appropriate announcement would be made and would also be highlighted during the Transaction process and in My PaisaPay feature of PaisaPay Facility and eBay Website.

eBay Seller protection Policy: eBay reimburses to Sellers who follow certain sound selling practices against Buyer misuse of eBay & PaisaPay ecosystem. the Seller will be protected if the seller fulfills the conditions laid on in the eBay seller protection Policy
