Excessive shipping charges policy

Sellers may charge reasonable shipping and handling fees to cover the costs for mailing, packaging, and handling the items they are selling. While eBay will not prescribe exactly what a seller may or may not charge, eBay will rely on member reports and its own discretion to determine whether or not a seller’s shipping and/or handling charges are excessive. Shipping and handling fees may not be listed as a percentage of the final sale price.

Sellers who want to be sure they are in compliance with this policy may charge actual shipping costs plus actual packaging materials cost (or less).

In addition to the final listing price, sellers are permitted to charge:

  • Actual shipping cost: This is the actual cost (i.e. postage) for shipping the item.

    Note: Sellers may charge actual packaging materials costs. A handling fee can be added to the actual shipping cost, if it is not excessive.

  • Tax: Only applicable octroi and local taxes, VAT may be charged.

For cross border transactions, sellers may not collect tariffs and duties. However, buyers maybe responsible for actual, applicable tariffs, and duties as requested by respective country laws.

Examples of violating listings:

  • Digital Camcorder With MP3 Player, 3.1M Pixel, 32MB Int
    Buy It Now price : Rs. 4,999
    Shipping: Rs. 1,999
    (Explanation: The overall shipping charges are clearly inflated by multiple times of actual costs.)

  • Spectacular t shirt for you
    Buy It Now price: Rs. 10
    Shipping: Rs. 250
    (Explanation: Ridiculously low price in a Buy it Now format indicates a clear case of Fee Circumvention. This seller is charging all costs for this item in the shipping price thus hiding the “true” cost for this item from buyers.)

  • Mp4 video Player 512mb,512 mb all in 1
    Buy It Now price : Rs. 1
    Shipping: Rs. 2,000
    (Explanation: Seller keeping a low price of the item & padding up shipping cost by 8 times actual costs. While this minimizes risk for the seller, it creates a bad experience for the buyer.)

    Buy It Now price : Rs. 39,999
    Shipping: Rs. 899
    (Explanation: Seller is selling a high value item & shipping insurance is included)

  • SONY DSC-P200 DIGITAL CAMERA NEW WITH 1 YEAR WARRANTY
    Buy It Now price : Rs. 14,700
    Shipping : Rs. 150
    (Explanation: Seller is charging a reasonable shipping charge)

  • Samsung PPM42M5S / 42inch / 1200:1 Contrast Ratio / Plasma
    Buy It Now price : Rs. 1,26,491
    Shipping: Rs. 2,000
    (Explanation: Seller needs to ship a delicate item like a Plasma TV, shipping charges of Rs. 2000 while seemingly high are actually reasonable)

Why does eBay have this policy?


This policy reduces the potential for confusion among bidders about the full cost of an item. Listings that include excessive shipping fees lead to a poor buying experience and un-level the playing field by putting sellers who charge reasonable shipping charges at a disadvantage. These listings undermine the trust and legitimacy of eBay’s marketplace.
